You would never see a Sony or nintendo related dev choose a MS exclusive game as goty no matter how good it could be due to advertising the competition. You dont do that. Especially with the state of the xbox library currently. It's pretty much saying, "hey, we dont have any games capable of matching the quality of our competitor", which technically they dont. Had there been a decent game this year for xbox besides forza, he would certainly not have picked a ps4 exclusive.

Anyway, plenty of developers all across the gaming industry were openly singing Zelda: Breath of the Wild's praises last year. Doesn't mean they didn't have great games out themselves, simply that they acknowledged BOTW was objectively the best of 2017.
