You have to think about power consumption limitations.
What CPU, GPU and memory combo can they cram in to a 2020 console that's 200-250 watts?
Bare in mind a GTX1080ti consumes ~250 watts in stock form all by itself
But for the sake of backwards compatibility and having the whole thing in one SoC package they'll more then likely go with AMD again which is a problem as they'll offer much lower performance for the same power draw unless AMD massively improve their architecture over the next 2 years.

@Eddie619: Probably... I'm not exactly sure how well the Pro is selling, but it doesn't seem like it costed Sony much in R & D or parts to make it, so you're probably right. I still don't like the idea but so far, it hasn't affected any games on PS4 vanilla. Ps5 will no doubt be a full fledged 4k system, and more than likely very capable of 60fps. It's too far to speculate, but I wonder what the ps5 Pro could possibly offer that'd I'd need? Lol, let's assume ps5 in 2019 and Pro in 2022. There's no way I'll be going 8k that fast. I'm not even going 4k until ps5! Cool times ahead as far as tech goes.(Well some really good looking games too... GoW, tlou 2.
@joshrmeyer: Tech moves too fast I would think PS5 Pro Fall 2022 would be 8K checkerboard rendering and then PS6 Fall 2025 would be full on 8K. I got lucky last October and got a 55 inch LGB6 for $1699 total the next month I traded my launch PS4 in for the PS4 Pro and never looked back. Seeing NBA 2k17 4k Native with HDR and playing it was awesome towards the end of 2016. Since then most games are 1440p or 1800p checkerboard upscaled to 2160p but they look look real sharp depending on ur 4k set, Madden 18 loooks phenomenal at 4k Native with HDR. And Horizon Zero Dawn that was such a beauty as it looks great on Vanilla PS4 also.
@Eddie619: Hmm yeah that could be... And you're right, tech moves like a snowball rolling down a hill. I'll probably still hold on to my ps5 and skip the Pro like I did this gen. Until I see a need for the mid gen upgrades, I'm gonna skip them. When I say need, I'm referring to a huge noticable difference in performance/graphics, or exclusives(which won't happen). I think as time goes on, the less and less we'll be able to discern resolution difference (unless 100"+ TVs get to be the norm) and 60fps would hopefully be the norm by then for consoles, maybe 144 TVs will be out(not talking about small monitors).
