Are you just talking about random ass small sites??? Like no shit out of hundreds of reviewers someone out there is going to give a low score to a 10/10 game.
But that isn't Starfield's case at all. Starfields case all the biggest reviewers gave it 7-8. GOTY winners almost always get 9/10 - 10/10 from the biggest reviews like IGN, Gamespot, PCGamer, GameInformer, Famitsu, Eurogamer, etc.
Using IGN and Gamespot, the two biggest game reviewers:
2022: Elden Ring got a 10 from both IGN and GS
2021: It Takes Two got 9 GS and 9 IGN
2020: The Last of Us 2 got 8 GS (biggest fanboy review of all time) and 10 on IGN
2019: Death Stranding got 9 on GS and 6.9 on IGN
2018: God of War got a 9 on GS and a 10 IGN
2017: BOTW got 10 from both GS and IGN
2016: UC2 got a 10 on GS a 9 IGN
2015: Witcher 3 got 10 GS and 9.3 IGN
2014: Dragon Age Inquisition got 9 on GS and an 8.8 from IGN
2013: The Last of Us got an 8 on GS (worst review of all time and reviewer should be executed for worst opinion in history) and and a 10 on IGN.
2012: Dishonoured 9 GS and 9.2 IGN
2011: Skyrim 9 GS and 9.5IGN
2010: SMG2 got 10 from both IGN and GS
2009: Uncharted 2 got 9.5 from both IGN and GS
