There's a video of the game being played at 4k and 60 FPS and the system requirements look pretty reasonable so the PC version should be fine.

While the Digital Foundry video doesn't look nearly as bad as the OP, the PS4 version looks more playable and the Xbox One version not as bad but still obviously got performance issues and I'm not going to take the plunge until I know damn well this has gotten fixed, might go to Walmart tonight to get Xenoblade Chronicles X if I'm bored... well, if that couple rounds of Battlefront doesn't turn into 5 fucking hours again.

On my PC, I have never got stutter so far, except for Batman AK, as I usually maintain it well updated and free of unnecessary stuff running in the background. But I decided to be extra careful with JC3. So no preorder until the game gets several hundreds reviews on Steam and good proportion of those reviews must be positive. Meanwhile Fallout 4 will keep me occupied till Christmas.

The reason why it run so bad on console might be by what nvidia optimization guide stated : the game use nvidia waveworks that forced to run on cpu
