Because the story is cliche as f*ck. Anybody with the slightest experience in movies, books, video games, life, whatever, has seen it done before countless times (and done much better). Chief didn't even have any semblance of character up until Halo 4 and now we're just supposed to buy the idea that him and Cortana have some kind of deep and meaningful relationship? Get outa here. Serious response: The ending was exceptionally corny.
Bungie got how to portray a relationship between the two of them and communicate how much they meant to each other without making it weird.

No. It's because apparently some of these people have no idea what quality storytelling is. Silent Hill 2, Planescape Torment, Nier, Bioshock, etc, those games have quality storytelling. Hell, even Black Ops 1 and 2 have better storytelling. Halo 4's is incredibly basic stuff.
