If a console out sold another console does it mean it has more games?

So I was wondering if a gaming console has the most exclusive and multi platform games in their library, does it mean will out sell other systems in each generation? e.g Way back on PSP vs DS era, the DS won for being having the most exclusive and multi platform games.BlueSubaruSTI11

But it would be more probable to support the platform with the largest install base.
