Because Ken would be privy to the advertising budget. He's the lead designer on the game and one of the founding members of Irrational Games. I highly doubt the publisher would not make him privy to that sort of information. Even if he knew, and had asked, about the advertising budget. How would he know about the costs on 2K's end? Paying all the PR people, the QA testers, translation costs and the like. I find it highly unlikely he would know or even care about that stuff.
