FFVIII (on other sites that is, got a 9.5 here and was considered the best FF by GS)
I had hours of fun with Gauntlet: Dark Legacy with my friends in multiplayer like 4 years ago...it scored a 5.1 here. I look back and think it wasn't that great but it was fun at it's time.
Super Smash Bros. N64 was underrated too.
Probably the most underrated game of all time (IMO) would be tLoZ: Majora's Mask. It scored an 8.3 here and I found it easily better than Ocarina of Time, although they were both awesome games.
It was bashed for not having anything new, but in reality it was a huge misunderstanding. Final Doom was basically two level packs that id gave the thumbs-up to. TNT: Evilution was created by Team TNT and The Plutonian Experiment was made by the Casali Brothers. Both level packs were made with the Doom II engine, and adding any new monsters, weapons, etc, was impossible.
I guess I should note: the creators of the level packs were notified that their creations were commercialized and id never claimed credit for either one. Gamespot was right on one account: it was overpriced at the time since they could be found on the internet if you looked hard enough.
