I have a hard time believing that Blizzard would put a $10 price tag on this content considering they said it was going to come out later in a patch.

Maybe it's different for eastern markets, but if they were to charge people for PVP in the US, they'd suffer some pretty fierce backlash. I'm just going to assume it will come in a free patch in the future, like they said.
