I played the alpha myself and was impressed enough to pick it up. If they don't want to release review copies that's fine, nothing forcing them too. If people have a problem with it then don't buy the game on principle.
I've never played a Bungie game I was disappointed in and I enjoyed the alpha so that's enough for me.
In the end the only thing you can do as a gamer is not buy games that don't publish review copies and then wait for truthful reviews to come out. I know that in a lot of cases (Call of Duty/Assassin's Creed), the early reviews are basically paid for reviews and aren't a representation of a real opinion of the game. They take devs, butter them up for a few days in luxury, then give the game to them in an ideal playing situation. So it's a mixed bag.
I'm assuming Activision is behind this, not Bungie. I don't take Bungie for the type that would be alright with a review event, which is Activision's style, so they probably decided to not even bother. Unlike a lot of games, they've given the public a lot of playtime through "beta" testing (glorified demos). So at least people know what to expect going in unlike most console games that don't even have demos anymore.
