Technically of speaking, NRS were supposed to release Mortal Kombat X for both PS3/Xbox 360 but ran into some issues along the way. The hardware couldn't handle it and both consoles were nearly a decade old, so NRS did the right thing by cancelling those ports. So no, MK11 couldn't be made for PS3 due to hardware limitations and if you look at Injustice: Gods Among Us PS3/4, it is very noticeable between the two and that was showing PS3 has aged badly. PS4 had the right hardware for the right game to be made. If you want to get MK11, get it on PS4 but I personally own the the game on PC and I love MK11 just because I'm a MK fan.
Nintendo Switch is a different story with a different hardware.
On the PC, if a game being designed can can run on weaker hardware it will, it's not a big deal. But rewriting the games to run on PS3s CELL and Xbox 360 CPU is just bad business right now. It would take time and cost a lot of money in development.
Isn't MK 11 on a lot of systems. What do you have, just 7th gen systems? Fair enough, I still play my Xbox 360 a lot.

The game was pretty badly optimised on PC from my recollection. It took them almost two months to fix single player cutscenes going out of sync.
I think it's less incompetence and more "we don't give a shit about that platform, but lets sell it anyways"
