NAVI 10 has dual shader engines (with four prim units, 64 ROPS, 4 MB L2 cache) like Radeon HD 7870's has dual shader engines (with two prim units, 32 ROPS, 512 KB L2 cache).
Based on history, AMD scaled 7870 (with two prim units, 20CU 32 ROPS, 512 KB L2 cache) by 2 into R9-290X with quad shader engines (with four prim units, 44 CU, 64 ROPS, 1 MB L2 cache).
AMD needs to scale NAVI 10's dual shading engines (four prim units, 40 CU, 64 ROPS, 4MB L2 cache) into following configs
Three shading engines (six prim units, 60 CU, 96 ROPS, 6MB L2 cache) with 384 bit bus
Four shading engines (eight prim units, 80 CU, 128 ROPS, 8MB L2 cache) with 512 bit bus or four stack HBM v2
On NAVI, each shader engine (two prim, 20 CU, 32 ROPS, 2MB L2 cache) has 128bit memory bus.
