The lightning shield is the only one useful to Hyper Sonic, can attract rings, and gives you a double jump (which is more useful than the bounce, I think the vertical reach of both is similar but the double jump gives better horizontal range). While fire and water are more common hazards that electricity, the zap shield is still the best.
Lighntning shield. No question. Any jmp the fire dash would help you make, the lightning double jump will do, too. Any height the buble bounce would help you reach, lightning will do. And it brings you rings. And the double jump keeps you out of the water so you don't lose it.
Lighting's always the best to have, but the overabundance of water in Sonic 3 made the Bubble shield more practical in most worlds. Once you got to Angel Island though it was lightning until lava reef (where a fire damage meant a lot more zipping through the whole level, as you were immune to about half of all damage in the level). Electrical's still the most fun though.
I always prefered the Fire Shield, mostly because of the fire protection, and I liked the homing dash since I didn't really often need a second jump, but would enjoy a forward dash for some momentum.
The bubble shield is really only useful in water levels, while I only find myself wanting the fire shield in Lava Reef. The electric shield is useful in almost every situation thanks to the ring magnet and double jump.
I did like that they brought back the shields for Generations as something you activated in a stage though if you watched Brainscratch's playthrough they show how you can use the bubble shield in Seaside Hill Act 2 to break the game though they made a great idea. What if in future games you could store and access the shields like power ups in SMB3/NSMBWii Then activate them when you start a stage? They could do a similar thing with wisps if they ever decide to make Sonic Colors 2 using the WiiU gamepad as a menu.
