It seems pretty clear to me. As Horgen mentioned party defenders insisted that the party wouldn't proceed to attacking contraception. Now that they explicitly have the goalposts have shifted to, "well, sure, but you can still get it if you lie and don't say it's for contraception."

If the message is 'don't use them for birth control, only STDs.' Then it implies that people can forgo them if they feel that they aren't carriers or infected with anything, hence why it's dangerous.

The way that I read this, offering a condom or even suggesting to someone that they should use a condom is a violation of this law. At least it is if you are a licensed health care provider. Your phrasing of why someone should use the condom is irrelevant because the condom accomplishes the purpose of preventing conception. I think someone could challenge the university and their clinic could be guilty of a felony here.

If this was due to religion, (Christianity I assume), why would they be ok with handing out condoms to prevent STDs when premarital sex is forbid? I would think married couples would only use condoms for birth control, maybe a few have to use them if one has an STD, but that seems rare. Doesn't seem like a religious thing.
