Weird. On one hand, while Trump doesn't seem too concerned with the qualifications of those he appoints, I also didn't peg him as someone who would be concerned with this kind of in-party promotion. On the other hand, while the party at large obviously concerns itself with this kind of in-party promotion, they've typically been concerned about whether or not they at least give the appearance of gross incompetence.
