A country where the state is reduced to just police and military? No social services. It seems like many on the right would prefer it that way. Just tossing it out for discussion...

That's not a country and it isn't possible to have a functioning society in a modern world without a version that includes at least 90% of what we have today. There can be tweaks for sure, but there is no going back because society is too complex and too interconnected to go back. I'm sure the Amish would disagree. But for everyone else it is just fantasy and soundbite politics with zero real thought and understanding. People that troll that invariably have an extremely shallow understanding of how and why things work today.

I don't see how that could possibly work while still maintaining a free and open society.

I'm trying to think of a real-world example and the only thing I can think of is maybe Sparta of ancient Greece. Fictionally, maybe that society in Starship Troopers, where to be a citizen you had to serve in the military, and everything seemed to revolve around the military?

The police and the military would then evolve into providing social services. What you are suggesting is just your own assumptions. I haven't heard anyone advocate for this.

I believe this is what Jo Jorgensen wants. But I could be wrong.
