The couple was asked to take off the masks, they refused to comply. At what point they were informed isnt relevant.

It seems they were asked twice. When they entered, then they took off the masks and put them back on again. The second reminder mentioning the not so polite manager makes more sense now.
Second part of my post was, the parents on one hand claiming they want to be extra precautios because of their child, but proceed to minimze the effectiveness of masks by mingling with people who are not as covid aware as they are.
