What's the deal with my PS4 download and upload speeds?

Seriously, it always measures my download and upload speeds at a quarter to a third of what I'm paying for from my ISP. Is there some setting restricting the network speeds or is it just the PS4? I've got a wired connection and manually set up my network connection but nothing seems to help it.

Look on Google. When I swapped harddrives and it took hours to download 2 gbs, I wondered as well. It's Sony f'cking with us for whatever reason. It's not because there are no PSN servers near my location.

Sony throttles it's users on their service to provide an equal amount of download and upload to all users. I paid for 100MBp/s internet thru my local cable provider but, was capped at 20MBp/s download for the PSN network. With games ranging in between 25GB to 60GB this whole capping users bandwidth is poppycock. If we pay for a "paid" subscription from SONY we should get unlimited download speeds and shouldn't be "CAPPED" or "THROTTLED" like a mobile phone service.
