usb problem on the ps3!!?

wazzup guys at gamespot.. batman coming out next month! SWEETNESS!!.. sorry... i have two questions, hope someone can help me!

first why does the usb port turns off while playing PS1 and PS2 games? i have the 60gb PS3!!

and the other question is how can i turn them on? is there even a way? im trying to upload some files to my sis codebreaker but the usb off? how can i upload savefiles to the codebreaker?
