This is about the ps4 platform, answer if you know!

Sonys ps4 console uses a operating system, if a completely different company wanted to create a console that plays ps4 games, would they need the same operating system, or can they create their own unique operating system that still can play ps4 games?

I don't know but I guess they would need a that operating system to play them. I know for a fact that Xbox won't take PS4 games and many of them are exclusives? I think both actually. If they are smart enough they can find a way but I highly doubt.

Not just anybody can make a ps4 console period

If you're interested in the technical reasons then I suggest you start studying computer science on college and then you'll be able to figure out all the major obstacles that you will encounter making your own ps4. If you want to know exactely every single obstacle which makes it impossible for you to make your own ps4 than you're just gonna have to start going nipple deep into the project.
