haha dude rugby and american football actually are very different in many ways lol =D

to TC...um nope not tht i heard of... its an interesting concept though... but i think it would be kind of complicated... cuz rugby is such a quick complex game... where as something like american football is a bit slower paced... and soccer is more relaxed on passing rules and such... i think it would be very difficult to map controls for a rugby game and to implement the rules and stuff... and the demand for it hasnt pushed for productivity of it... but hey u never know EA might make one... but it wont be very good for sure =P

RUGBY 2012 IS BEING MADE AS WE SPEAK

it's being developed HB studios and there are rumors that EA sports might be partnering, its targeted for a 2011 release, (coincidentally when the Rugby World Cup is) and has a main forum:

you can suggest ideas and the developers do read, they have started working on ruck mechanics
