Problem with downloading games on ps3

Hey could really use some help I am having a major issue with both of my ps3 consoles. In my download list on playstation store when I click download on literally any game or theme or anything it goes into a black loading screen saying please wait but never leaves this screen and doesnt download the game.

I have changed the hard drive and restored the system fully etc and still no luck.

Also one of these ps3s is literally brand new.

Apreciate any help i can get with this as I have no physical ges any more only my digital ones and i can't download any of them.

1. On the XMB Menu, go to > [PlayStation Network] > [Sign In] and sign in to your account.
2. Select [Account Management] and press (X button).
3. Select [Transaction Management] and press (X button).
4. Select [Download List] and press (X button).
5. Choose the content you want to download and press (X button).
6. The item will download to your PlayStation 3.
7. Once the content has downloaded go to (Games) to install and access your new game.

Note:

To download a game your PlayStation 3 needs twice as much HDD space as the size of the game. For example a 14GB game can only be downloaded to a PlayStation 3 with 28GB of free space on the hard disk drive.
