Does Kvatch ever become a city again? Same with the Imperial City Temple District? They both were turned to rubble by the Oblivion Gates, So do they ever rebuild into cities again?
Yeah it never rebuilds on it's own. Even more funny is that Savlion Mitus (Spelling) just sits in the exact same spot you last talked to him in for the rest of eternity. Apparently he doesn't think the flames all around the castle are a threat at all.
