It's definite. The latest naruto being Nultimate Accel has only the characters seen at the very beginning of shippuuden. Seeing that the manga has covered alot more than that and the game is lacking alof it...you're pretty much set to see a new one on the next gen consoles. Nultimate has been exclusive to playstation while gekitou ninja taisen exclusive to nintendo.
Japanese love to milk products...as long as naruto is in print, you'll see endless games on every console imaginable.
