I'm not sure whether to buy the game now....found it for less than 30 new, but i'm not in america....or wait for the complete edition. Maybe I'll buy the game, then just wait for the complete edition and the original in for the complete edition d:D :D: D ? thoughts?

Maybe your PC isn't powerful enough to run the game at the settings you have right now.
I wouldn't wait for a GOTY edition, the game sold poorly and online was dead as a door nail last month! DLC is actually unplayable since like only 5% of the online community bought it... There is no singleplayer DLC and Max Payne 3 should be played for its top notch singleplayer! I wouldn't worry about the DLC as its the biggest waste of money!
