I think LCS is probably my favorite. BUT Chinatown Wars could easily beat it out. I just got the PSP version yesterday and already got like 4 hours into it. The graphics are really awesome and the gameplay is really nice. If the top down view doesn't bother you I would say try Chinatown Wars. But if you like more 3rd person I recommend LCS. You can't really go wrong either way.
I've only played CW and LCS, but I'm sure that CW is the best of the bunch. The traditional 3rd person view didn't work as well on a handheld. Plus, trying to render the city as it did, while an achievement, definitely resulted in some problems- namely slowdowns and limited police chases (the most I've ever seen on screen is two of them). At the end of the day, though, they're all good.
