Farcry 3 help

I'm trying to play the sniper challenge on dr earnhardts part of the island, the problem is the guy never shows up. My friend can do it but i cant. I was wondering if you have to do anything special to unloack it?

Have you activated the nearby radio towers and liberated the nearby outposts? Side quests and stuff like that only become available when you do these things.
