In Japan, the best Naruto game would probably be Narutimate Accel 2. In America, it would be Rise of a Ninja or Ultimate Ninja 3 (it comes out on March 2008).
I didn't play Uzumaki Chronicles and I don't know how good it is. But surely I will recommend you Naruto Ultimate Ninja 2 or 3 in future when it gonna by realesed.
