What level are you? I beat it being around level 50-60~ I think, and did it in my first try. I had 3 level 60 characters, my main party, and my secondary was WAY below.
i had strong magic with everyone and each one can hit hard. I gave Vaan Zodiac spear while I gave Baltheir he second best gun and i gave save the queen to Basch and Penelo had the katana and fran second best bow and Ashe sword and shield.
