Like you said, they're different. What kind of game are you looking for? Have you played any of the previous Devil May Cry games?

Wow, tough choice, i really cant tell u which one but i can tell u this. DMC3 is one of the best action games u can play, once ur done the first time around u really want to play it on every different difficulty regardless of how hard and frustrating it gets u still play it till its over. DQ8 it was my first Dq game and it was awesome, i never got bored playing this game, the story keept me hooked from start to finish, the combat system is old school and really cool, i think dq8 is better than any FF game by far :). Just pick what genre u want to play more and go for it.

Dragon Quest VIII isn't a good RPG (it has a boring story and an horrible battle system, I think). On the other hand, Devil May Cry 3 is excellent (but I suggest getting the Special Edition of the game because I heard the American DA is very difficult, I don't know that because I have the Japanese version)

To tell the truth I haven't played DMC 3 myself but a friend of mine it was quite hard and frustrating at time. On the other hand, I played Dragon Quest 8 and I enjoyed every second out of its 60 hours of gameplay.

Yes, it is. I think it has the best replay value in a game ever. I usually never replay a game, but I did a lot of replaying on DMC3. Anyway, this is a very tough choice. They're both my top PS2 games. You should base your decision on the type of game you wanna play more.
