GPU in question:

http://www.newegg.com/Product/Product.aspx?Item=N82E16814125385

Tower in question:

it's looking pretty steep... you'd think that a full-tower case would be able to pull it off but I'm skeptical.

You shouldn't have any issues.

Well, I plan to refit my AMD Radeon HD 6950 into a Silver Stone SG07 mini-ITX case, which is smaller than your tower.

Something similar to this

It's basically a DIY games console(with PC's advantages) which I can bring for LAN parties and work.

It should. To be the safe side, why not get a bigger case? Like a Coolermaster HAF?

I'm pretty sure that that gpu will fit in that case. The majority of full tower cases don't have a problem with video cards being to long. It is mostly mid towers and smaller that you can run into problems with video cards being to long. A lot of the case manufacturers have been making mid towers a little bigger to accommodate longer video cards in the last couple of years.
