Some games require the console to be unlocked in some way... For example... Crysis requires the command "con_restricted = 0" before commands can be entered into the console bar...
According to tweakguides.com... For Fallout 3 "To activate the in-game console, the bAllowConsole variable in your Fallout.ini file must be set to =1, which it should be by default"... so maybe yours became disabled in some way and you have to find that command line in the .ini file and set it = 1 again... Also do you use a European keyboard? I hear the the console is activated by the "¬" key on a European keyboard... So either of those could possibly be the problem...
