Steam literally won't download anything

Been like this for a while now, just can't download anything, it either pauses/suspends the download by itself or says downloading 0 bytes. Occassionally it will download like 100kb then stop again. I've tried changing download region to no avail.

Steam had already been causing trouble recently as it kept having problems when trying to update and i couldn't even launch it, and now this.

Anyone experiencing anything similar?

I know sometimes the button Pause/Resume all seems to be mixed up and showing the wrong text, so I hit the button until it downloads. But that's the only problem I experienced with this so far. I know that it pauses downloads when you start a game, but you can resume it while the game is open.

Do you have a firewall? Did you make sure to allow it for Steam?

I had this, to solve it I changed my server in settings to another location. I'm really not sure why a previously working server suddenly was giving me these issues. It may have been something wrong in Steam and changing server reset it.

I had the same problem last week, though it was hitting 700kb/s sometimes but then would end up going down to 0. Changed my server location and it was working fine again.
