I'm attempting to build a gaming rig and I'm trying to figure out if the difference in performance between these two cpus is enough to spend $55CDN more on the phenom II 940

AMD Phenom X4 9950 Quad Core Processor HD995ZXAGHBOX - Black Edition, 2.60GHz, 4MB Cache, 2000MHz (4000 MT/s) FSB, Agena, Quad-Core, Retail, Socket AM2+, Processor with Fan - $170CDN

AMD Phenom II X4 940 Black Edition Quad Core Processor HDZ940XCGIBOX - 3.00GHz, 6MB Cache, 1800MHz (3600 MT/s) FSB, Deneb, Quad-Core, Retail, Socket AM2+, Unlocked Multiplier, Processor with Fan - $225CDN

Also, how many watts should my PSU have if I use a 9800 gtx+ 512mb.

If you have the money, go with the phenom II 940. But if you dont want to spend the extra, than the other is still a great cpu
