Having previously owned a Q6600 I would recommend that you go with that over the E7400. If you were selecting the E8400 or E8500, I'd probably suggest you go with the Penryn, but the Q6600 is my preference out of what you've selected.

Get another 2GB of RAM, PC6400 (800Mhz) is fine, and go with the quad setup in my opinion.

I would get the bottom, one, Only change is you would hugely benefit from 4Gb of RAM>
