Looking for sprite based animatin software.

I'm making retro style game on my own and software like this will save me lot of time. I need to create something like this :

Simply i need those features :

KeyFrame timeline, Importing sprites, animate scale/rotation/position/color tin and change sprite for different one, video export.

Do someone knows software like this ?
