Locked at 59 FPS with 144 Hz monitor

After the latest Nvidia driver update, I still cannot get ONE SINGLE GAME on Steam to run at more than 59 FPS on my Dell S2716DG monitor. I have the latest driver for that monitor in Device Manager. It is hooked up via DisplayPort, which is capable of 144 Hz. In the Windows 10 Advanced display settings, the refresh rate is set for 144 Hz. I have an EVGA GTX 1080ti FTW3 graphics card with the latest driver (398.82). In the Nvidia Control Panel, the refresh rate is set for 144 Hz. I am at wit's end. Any help from any one would be greatly appreciated.

@bo1210: Do the games support 144hz and does it have an unlocked framerate option?

Does your monitor have a physical button to toggle the refresh rate on the fly? It may be set to 59/60hz.

@PredatorRules: My apologies for not being clear. The monitor was producing 59 FPS before the Nvidia driver update. I was hoping the update would provide the fix, but it didn't. Thanks for your response.

@BassMan: Yes. The Dell S2716DG has a Normal/Fast toggle for Response Time in its menu and has been set to Fast the entire time. Thanks for your response.

@GTR12: As far as I know, and they are games you may be familiar with. RaceRoom, Automobilista, rFactor 2, Project CARS 2 and Assetto Corsa all allow you to select the refresh rate, and 144 Hz is selected in each. This convinces me that it's a hardware or Windows issue (even though 144 Hz is selected in both Windows 10 and the Nvidia utility). Thanks for your response.

@BassMan: No, but I found out on Steam that the CARD was limiting the FPS. I always thought the Precision X utility for EVGA cards was just for overclocking, which I don't care to do (since it IS a GTX 1080ti) so I never bothered downloading it, but there is a frame rate targeting function within Precision X, so that's what was doing it. So, to owners of 144 Hz monitors having the same problems, check with your graphics card manufacturer for an overclock utility and look for frame rate in the settings.

So, I was right. Precision X was the culprit. Glad you got it configured properly now. Enjoy the racing games.

@bo1210: Nice that you found what the problem is, I thought to suggest tinkering with monitor settings via it's buttons.

Never thought utility will be set default fps lock, usually you need to set it via games or the GPU software.

@PredatorRules: Yes, I'd be interested in knowing if other GeForce manufacturers besides EVGA do the same thing, and if not, why EVGA decided to do so.

Beats me, you can lock it with Riva Tuner if you use it along with MSI Afterburner but it's not a default option that ticked as locked fps.

@PredatorRules: Thanks, @PredatorRules but I'm just glad I got it figured out with Precision X AND that I have VSync turned OFF in every game. Not even a hint of screen tearing. Loving it!

yeah remind me of the old nvidia driver bug. years ago. that would conflict with windows with a setting issue bug.
