Is Gmg legit and does it give you the codes so you can register the game at steam, like buying a steam game but from gmg?

Yes, it's legit.
Like any digital download site, it gives you the Steam activation code for Steamworks games, which require Steam to run in the first place.
That list DanielDust posted isn't an exhaustive list of Steamworks games. It's a list of retail games that can be activated on Steam.
This list of all the games available on Steam, and tells you whether they're Steamworks or not.

I'm still surprised I managed to snag Deus Ex a week before release for $34. Doesn't get much better value than that.

It does get slightly better than that though - I bought it from them a few weeks earlier for $28. :P
Anyway, the site is amazing, especially when they're regularly throwing out 20%-off deals.

NO! NO IT IS NOT! Can you give them money for products? Yes. But as soon as anything goes wrong they will deny deny deny. And their payment system is REALLY shoddy so things go wrong VERY frequently. I was trying to make a purchase with them recently and their system kept messing up. I submitting a ticket and got a really nasty, unprofessional response. So I posted on the "Technical Talk" for help. My post was deleted within a few hours and I was banned from the forums. I'd expect such a response if I had been swearing or threatening, but not when asking for help! It's unbelievable how terrible their customer service is! I have bought over 20 things from them and only once did I have an issue. When Dead Island came out they ran out of keys and did not warn people who where about to buy it that they where out. So we had to wait 2-3 days for them to get new keys.
Other then that its been great service, infact, they did me a HUGE favor after I screwed up one time.
When I got ahold of someone about an issue at there customer service it was VERY quickly worked out and they went beyond what they had to do (It was my mistake, I ordered LA NOIRE DLC without looking if it was a steam game or not). They refunded me very quickly for the LA NOIRE DLC even though they did not have to, which was very nice because then I could get it on steam (where my copy of LA NOIRE was).
It was very good customer service, actually better and faster then steam has been for me in the past.
Yes, they are absolutely legit.
BUT
Sometimes you might have to wait an extra day or two after release to get your key if they get flooded with too many preorders, which happens every so often because of their good deals.
Could be that you may have accidentally disallowed it when windows firewall prompted granted you have UAC "on." Go back in advance firewall security settings and "allow" it.I'm trying get this "Capsule" to work,it keeps giving me a network error:cannot connect to server....gahhhh!
