Did you OC,or is it non k? 60C is ok under full load, not great but ok. You should be looking at around 50-55C under full load.

What is your ambient temp.?

Don't know if it is normal, but it is not a temp to worry about :)

i never used my stock fan on my 4770k, but 60c sounds excellent. on my stock fan on my 2600k it ran in the mid 60s sometimes even, and with the even hotter 4770k cpu running only at 60c on a stock fan your great. the cpu doesnt throttle itself till you hit 100c, and if your below 80c, you should always be stable, especially at default clock speeds. i'm actually really shocked how much hotter my 4770k runs compared to my 2600k. i could overclock my 2600k to 4.8ghz and still be way below any high temps. my 4770k, i can only do 4500mhz, anything higher is either unstable or way too hot... even using a h110 cooler.

Ambient Temperature is "room temperature" or the temperature surrounding the vicinity of an area or object. So if your PC is in a room that's really warm or hot, your system's temps will be affected. Bad cable management, excessive dust, poor fan placement or simply the wrong case could also impact your system's temps. But 60C under full load is fine though. It's not ideal, but it's not bad either.

You said you're using the ASRock Utility that came with your Motherboard, right? I use an ASRock motherboard too and have the same utility. Be aware that it won't give you the temps of your CPU's cores (which is actually what you want to pay attention to). Try downloading Core Temp and run that instead.
