How would I set a frame rate cap on my steam games?

Portal is running at 2010 fps and I think that's a bit of overkill, heh. How can I cap the fps so my computer doesn't have to work as hard for no reason?

Turning on Vsync with triple buffering should do the trick.

Turning on Vsync will cap your fps to your refresh rate.

Then turn on triple buffering if Vsync seriously affects game performance.

Yeah, my monitor has some tearing issues, so i always vsynch and triple buffer. Caps it at 60 fps or so, why render unnecessary frames when you can't see them anyway? I believe, but am not certain that if you cap the frame rate, you should be able to up the grafics options since there will be more free cycles that aren't rendering extra frames.
