u want dedicated or just something to screw around on for a couple hours a day? If its not many people and one of you has a fast connection you can just start a game from the main menu.
If you want a dedicated server you'll have to order or setup your own box. You should really take this question to the official CS forums over at steampowered.com

i tried starting a game from the main menu, it doest' work, we can't find it on the server list
Getting a server running off your computer is difficult if you don't know what you're doing; it involves port forwarding and may be against your ISP's ToS. Best idea is to order one from a place like gameservers.com (not plugging them, just an example, google it for cheaper ones.)
