Well, like most people, I'm getting kinda pissed off at my copy of GTA IV. Every about 7 steps Niko takes or about every 10 seconds, the game freezes for a couple seconds. So I do a benchmark of it and it said something like GPU Load: 77% and CPU Load: 97%. I'm currently have a E5200 @ 3.4Ghz. How could GTA use 97% of that? Any help is appreciated! Thanks!

But the benchmarks says my GPU load is only at 77%. My GPU should be able to play the game without any hiccups on all low settings, I mean it can run Crysis on all high at 20fps! The benchmark also said that i was getting around 30fps, so I guess it didn't take into account the constant freezes.

Lower settings? Personally I'd goto a GTA forum, cause I know they've covered perfomance issues to death, so there may be tweaks, work-arounds... or they may just say get a better GPU. :?

According to the feedback in this thread, the 185.20 driver is supposedly the best for it, and reduces the CPU usage.

Did you already patch your game to the latest version? The new update allows you to tweak certain graphics options you couldn't tweak before like V-sync, water reflection quality, etc.
