FX 8350 downclocking while gaming? (c&q disabled)

I noticed that my frames were majorly dipping in cs go from 170ish fps to 50-70 fps (i have 144hz monitor). At first i thought it was something with the game or with my pc, but then i noticed on my cpu was downclocking at those moments went my fps was low. I have AMD's cool and quiet disabled, so i dont know why it would be downclocking like this, especially under load. The thermal margin never crossed to hot or anything.
