Pretty much wrong on all accounts.
Game looks fine. It's no Crysis 3 or Metro but some areas are very well done (others are just normal).

Yes, 30 seconds after the cutscene. That is an extremely long time. There's an option to allow loading during the cutscenes but even then it takes around 1-2 minutes for everything to be loaded. Funny that the option is disabled by default.
Graphics are subjective and depend on the type of game. Quake games have extremely high visibility and the textures can be shaded flat which looks alright. Not really related, but I don't really care if the game is dated or the hardware it's on is dated. Mario Kart 8, super smash 4, mg2, are some of the best looking games i've seen and aren't exactly hardware taxing.
Also I have barely played the game, those are just first impressions. I don't think I'll play it though if the fov is stuck to 65.
EDIT: Total biscuit made a video, similar complaints to what I have.
