When I played alot of people were standing around chatting but when you went out in the world questing/doing missions no one was around. The servers I tried seemed like ghost towns.
Overall, it's still populated pretty well. A few of the servers are ghost towns, but Freedom/Justice are pretty overcrowded. Play on those servers on weekends and you will never have a problem finding a team. On another note, I suggest waiting for Champions online. From what I've played so far it's fantastic and will pose a major threat to CoH/V. :)

I'm about 99% certain it will. But that shouldn't turn you off from what should be a fantastic game. A monthly fee isn't too difficult to manage, unless you only spend about $100 on games a year. :P
In order to play city of villains you NEED to pay a subscription fee??? i bought the game and it won't let me play. just $6, lol. I made an account on ncsoft but it doesn't work in the game! it's fraggen stupid if you do need to pay monthly for the thing. it just peeves me so. I really want to play it too.
