Check if GPU is seated well, try different display port/ DVI / HDMI.

What PSU do you have?

The RX 470 isn't a power hog by any means, but it can draw upwards of 150W. That means there should be at least 1 - 6pin power connector on the card. Do you have a power cable connected to the GPU?

Also, have you double checked to make sure you have the 4/8pin power cable connected to the MB for the CPU and the 24pin power cable on the MB?

If you have done these things and you're still not seeing a signal, it could be a few things - bad video cable. Try a different one. Your monitor is on the incorrect input - I've had monitors that require you to cycle through to the proper video input such as VGA or HDMI.

If nothing above fixes your issue, then kind of go to the basics only in the PC.

  • MB
  • CPU
  • heatsink/fan
  • PSU
  • 1 SSD (or HDD, whatever one you're putting the OS on)
  • 1 stick of RAM (verify in your MB manual what DIMM slot you should use for 1 stick of RAM, some boards it does matter)
  • DO NOT install the GPU
  • connect your monitor to the onboard video port
  • verify all power cables are connected to the MB and SSD/HDD

Try to remove the GPU and see if you get display from your MOBO DVI / HDMI ports.

I hope it's not damaged CPU from wrong installment, but I got the same issue when my CPU got slightly wet from my CPU cooler.
