How come the temperatures on my CPU are too high?

I just built a new computer with a Deep Cool Tesseract case. The case has two 120m fans. I also have an i7 6700K CPU and a Corsair H80i V2 Water Cooler installed on my CPU. I turned on my computer for the first time and then noticed that the temperature of my CPU started at 49c and then gradually increased to 60c after I left my computer on for a while. The temperature shows on my Bios after I start the computer. I still haven't yet installed Windows 10 on my computer, so my computer could only start the Bios menu. The voltage on my CPU is 1.28 and I am wondering if that could possibly be the problem? I don't even know how to control the voltage of my cpu through the Bios menu. I have an ASRock Z170 Micro ATX motherboard. I always thought that a water cooler would give me much lower temperatures. Do I use some kind of software to control my water cooler so that I can decrease my temperatures?

Your voltages honestly look fine. Maybe the cooler isn't seated well or the thermal paste needs reapplying?

Its probably not seated well.. That being said that case is absolutely HORRID and outdated.. Look at the intake to that case, half the surface area is blocked by drive caddies.. You are going to have worse thermals compared to basically any one else here that use good cases of modern design... I cannot stress this enough... People stop buying horribly designed cases with outdated features when there are a plethora of modern case designs that are way better in every way possible for affordable prices from the likes of NZXT, Corsair, Fractal, Be Quiet, Phanteks etc etc.. The front intake of that case is absolutely choked by drive caddies.. Of drive bays in which no one really uses to begin with, and even if you need something like a dvd burner you can get a external one for cheap.. And they all have ridiculous amounts of drive cages that 99% will not fill up.. And it is completely choking the intake of the entire system.

@melis002: Sounds like the heatsink isn't seated properly, or too much thermal paste. How much did you use?

I strongly urge anyone and everyone to watch hardware canucks on youtube when it comes to finding a good case, they review more cases than anyone I have seen and they are in depth.

@appariti0n: I used the thermal paste that was already applied on the cooler when i bought it new. How could the heat sink not be seated properly? The heatsink is close to my cpu.

Thermaltake V21 core is the only one that comes to mind at that price range.. Any other suggestion I have are based around the $70 to $90 range.. That being said, people need to stop skimping out on cases.. Especially when you are putting serious hardware in it.. Many of the more expensive cases are not just more sturdy but they are infinitely easier to build in and are far more future proof..

CPUs tends to get pretty warm in the BIOS, I'd go ahead and install an OS. There is no power management in the BIOS.

You definitely don't need a new case, it won't make any significant difference(more than 3 degrees C). A bigger heatsink would actually help, but I would go ahead and install Windows before doing anything like that.

That case has one of the best air currents you can get.. It comes with a 200mm fan.. Back exhaust can fit a 140mm fan.. Sides can be made as intakes or exhausts (doesn't matter since they all have dust filters) in which you can house some upwards to 140/120x2 mm fans each on two different bracket sets.

The corsair air 240 is out of your price range.. Its like $80.. Hence why I said if you were to spend a little more your options extend to a wider variety.. As for the Corsair Air 240, there is one problem, the case does not have clearance for taller cards like the MSI frozr cards in which the heat pipes touch the glass.
