How come the price on video cards isn't going down

So the 1080 is supposed to be a lot better than a titan x right. well the 1080 is selling for $699 and the 980 ti is selling for $664. when the $1070 comes out it will sell for just over 300

Give it a t of time, Supply and demand right now, I think that the new Cards are not in enough supply yet, for prices to drop.

That said I think the titan cards were so expensive to make, that I am unsure how much they will drop in price, likely not under the price of a 1080 any time soon.

They don't really do that anymore. They rather phase them out with new architecture and discontinue the old stock. There maybe a price drop, but thats a small window of opportunity in which you have to scoop them up before the supplies dry up. I'd recommend just buying the gtx 1070 and avoid the old stuff anyway, driver maturity will ultimately give it that boost thus dwarfing all the old cards in performance down the road anyway.

Wait for non reference cards to come out to the market, the reference ones cost more - I believe everyone is waiting for the non reference versions since they're alot cheaper and cooler.

@Bikouchu35: This is true if you are looking to buy new, but my advice to the OP is to look at second hand prices which have tumbled dramatically over the last month.

Nvidia holds a monopoly on the high-end market of video cards. You would think you'd be paying less for a smaller die size, instead we've been paying more and more over the years.
