That's usually how it's been in the past, for example:
GTX 470 = GTX 560
GTX 570 = GTX 760
GTX 770 = GTX 960
The big jump actually came from the high end Maxwell where the 980 Ti stomped all over the 780Ti. Then again when Pascal high end 1080/1080Ti stomped all over the 980/980Ti cards.
Everyone had come to expect the 20xx to do the same and when it came down to a jump in performance as seen in the past (pre-Maxwell), everyone cried and cried and cried like someone just kicked the shit out of their dog.
Usually upgrading from a high end card from previous gens means you'd upgrade every other generation. If you ran a GTX 580 you didn't generally upgrade until the GTX 780 or maybe even 780Ti came out. Folks seem to have forgotten how things progressed before Maxwell and now cry like babies when the performance jump isn't high enough.
I'm not surprised by the performance increase from 10xx to 20xx. It's what I expected, though I hoped it would have been better.
1080=2070
1080Ti = 2080
2080Ti = 20% (give or take) over 1080Ti
Anyone using a 1080 or 1080Ti, there really isn't a reason to upgrade. The 1070, you're teetering on the point of possibly upgrade to a 2080 or 2080Ti, depending on your needs. Waiting out another generation to see what Nvidia can put out or possibly AMD, shouldn't be a surprise to current 1080/1080Ti owners.
