Maybe FB doesn't think Wahtsapp is worth $19billion. Maybe they think the cost of allowing WhatsApp to exist as it is will be greater than $19.
The value of a company could be based on a whole lot other things than just the activities the company being valued.

See the problem is that the creator was a lazy douche that he just copied and pasted shit from the Mario games, talk about being creative right?
Facebook does tend to overspend when acquiring properties.
See it's purchasing of instagram for $1 billion when it was just in its infancy stage.
